HB 41 would improve the quality of Pre-K by reducing the class size to 22 students and requiring a teacher or aide for every 11 students. Pre-K program effectiveness often relies on low student-teacher ratios. State law currently establishes a limit of 22 students per class for kindergarten through fourth grade, so HB 41 would expand this limit to include Pre-K. HB 41 would be particularly impactful to children with disabilities and developmental delays and young English Learners who can become bilingual with the proper individualized support.
